This event is open to Clinton County residents and Conditionally Exempt Small Quantity Generators. No businesses. Registration forms can be picked up at the Clinton County Landfill or downloaded. Proof of residency is required. In order to save time at the event, please fill out the disclaimer. Clinton County Sheriff’s Department will be hosting a prescription drug collection at the event. The event will offer collection of all household architectural paint through the PaintCare program.

Event Policies & Procedures

 

Thank you for participating in this year’s Household Hazardous Waste (HHW) Event and disposing of your products in an environmentally friendly and responsible way. We truly appreciate the support for this event! The following is a list of event policies, procedures and tips that will guide you through our process on the event day.
  • Right to Refuse: We reserve the right to refuse anyone not following our policies for this event, including for harassing our event attendees or employees. This is a free service provided by Clinton County. We expect participants to honor our policies and treat our employees working the event with respect at all times. We reserve the right to refuse your entire load or individual items at the event if your vehicle has prohibited materials or if our vendor cannot accept materials that you’ve brought.
  • Participants: Only residents of Clinton County and municipalities, educational institutions, and nonprofits that qualify as Conditionally Exempt Small Quantity Generators (CESGQ) and are located within Clinton County are allowed to participate in this event. Businesses are not allowed to participate in this event. This event is for low-volume household hazardous waste. Anyone suspected of bringing in materials on behalf of a business will be asked to leave. Bringing in Household Hazardous Waste (HHW) on behalf of a neighbor or family member is acceptable provided you reserve enough spots to represent the # of households you are bringing in (see Registration section for more details). 
  • Registration: Register through the SignUp link above.

    – For residents, choose the RESIDENT spot and choose the # of spots that represents the # of households you are bringing waste to the event for. For instance, if you are only bringing your own HHW, register for (1) spot. If you are bringing your HHW and your mother’s HHW who lives at a separate address, register for (2) HHW spots. The County needs to track the # of households attending this event for the NYS grant application and reporting process.

    – For Municipalities, Educational Institutions and Nonprofits, choose a MUNICIPAL/SCHOOL/NONPROFIT spot (1 spot per organization).
     
  • Registration Close: Registration closes the Friday prior to the event at 11:59PM. You will not be able to register for this event on the day of the event. We need to print off the registration list prior to opening the event for check-ins. We are unable to verify registered participants without this attendee list. Please ensure that your registration is submitted prior to the event day. Anyone not pre-registered for the event will need to attend as a Walk-In.
  • Registration Paper Form: If you pre-register online or by calling the Landfill Main Office, you do not need to fill out a paper registration & liability waiver form. This form is for walk-ins only and contains the same information and liability that you will be giving by registering online for the event.
  • Conditionally Exempt Small Quantity Generators (CESGQ): Municipalities, Schools and Nonprofits can attend this event by certifying your organization meets the definition of CESGQ’s as regulated by New York State’s Department of Environmental Conservation. CESQG’s must be pre-registered at least (1) week in advance of the event. There are additional forms and an inventory of what you’re bringing that we need on file prior to the event day. Forms must be filed and a list of materials and SDS sheets provided at least 1 week prior to the event to ensure the HHW contractor has all appropriate PPE and containers needed to ship your materials. Forms will be sent to the email that was used for the online registration process.

  • No Trailers (except municipalities, schools, and nonprofits): Anyone entering the line with a trailer attached to their vehicle will be asked to leave and comeback without a trailer. We understand that you may be trying to combine trips with dropping items off at the landfill at the same time; however, we have limited space in our waiting line and processing area and will only be accepting cars, trucks, vans and other passenger vehicles. This policy does not apply to CESQGs (municipalities, schools, and nonprofits).
  • Small Items: Place small HHW items (like cleaner bottles, personal use products, etc.) in cardboard boxes when possible. Cardboard boxes are easier to grab by HHW employees and help to move the process faster. Cardboard boxes are recycled at the convenience station for you by our event staff.
  • Arrival: Arrive no more than 5 minutes prior to your reservation time. You can arrive at any time during your 15-minute SignUp slot. We will be allowing walk-ins during this event and will be interweaving them throughout this process with registered vehicles, usually at a rate of 2-4 registered vehicles to 1 walk-in vehicle. However, since you have reserved a spot, we will ensure that you are serviced during your 15-minute time slot as long as you arrive on time and in the correct lane (see signs section for more info). We must process both lines at the same time as our queue lane will only hold a limited number of vehicles. The reservation system is intended to provide quicker service to those who reserved and reduce traffic hazards on Sand Road. 
  • Signs: There will be signs on Sand Road directing traffic to the event at the transfer station. The transfer station entrance road will be divided into two lanes, one for the HHW event and one for transfer station customers. There will be a sign at the entrance of the transfer station directing traffic on which lane to use. Please follow the signs to the HHW event lane. There will also be a sign at the end of the lane queue where the HHW staging area is directing you to either the reservation line or the walk-in line. Pull into the reservation line if you registered prior to the event day. Do not jump the main line prior to the split lanes unless told to do so by a HHW event employee directing traffic.
  • Prohibited Materials: Ammunition, asbestos or asbestos-containing wastes, Automotive/marine/household batteries, compressed gas cylinders, dioxins, electronic waste, explosives or shock sensitive materials, freon-containing appliances, infectious wastes, pathological wastes, PCBs, radioactive wastes, smoke detectors, tires, and used oil.     – The Clinton County Landfill (located across the street from the event) accepts household batteries, electronic wastes, tires, and freon-containing appliances. Visit the landfill website for more information regarding fees and hours of operation: https://www.clintoncountygov.com/landfill
     
  • Accepted Materials: Acids, adhesives, aerosols, antifreeze, brake fluid, charcoal lighters, chlorine, cleaning fluid, construction adhesives, degreasers, disinfectants, drain cleaners, dry gas, epoxies, dyes, fiberglass resins, flea powders, fluorescent/compact fluorescent bulbs, furniture strippers, gasoline (<5 gals), hair removers, herbicides, insect repellents, lacquers, lubricants, mothballs or flakes, nail polish removers, oven cleaners, paint (including oil & latex paints and spray paint cans), paint removers, paint thinners, permanent solutions, pesticides, photo chemicals, rat poisons, rug and upholstery cleaners, rust solvents, wood preservatives, spot removers, toilet bowl cleaners, tub and tile cleaners, turpentine, varnish, weed killers, wood polishes, wood stains.
  • Paint: There are several permanent collection sites within Clinton County that will accept architectural paints all year. Contractors or residents with larger volumes can schedule a pickup service with PaintCare. This event will also be accepting all types of architectural paint in containers up to 5 gallons. They can be oil or water-based (latex) paints. These paints will be recycled or disposed of through NY’s PaintCare Program.   • Pharmaceutical Collection: The Clinton County Sheriff's Office will be hosting a Pharmaceutical Collection box at the HHW event. Keep your pharmaceutical waste separate from your HHW waste for easier processing. We advise keeping your pharmaceutical waste in a plastic bag or box with you in the front of the vehicle, and your HHW in the back of the vehicle, trunk or cargo area. The Sheriff will collect your pharmaceutical waste at the staging area prior to entering the HHW drop off area.
  • Safety: When you enter the HHW drop-off area, for safety and insurance reasons you must stay in your vehicle. Our HHW vendor will handle opening your car doors/trunk or tailgate, retrieve the HHW, and close your vehicles. It is unsafe for you to be outside of your vehicle if a hazardous spill occurs, so let our experienced team members do all the work for you!
  • Questions: If you have any questions regarding the HHW event, call the landfill main office (518-563-5514). Unfortunately, we cannot plan for or list every item that cannot be accepted by our vendor. Please keep this in mind when segregating your HHW items and call the landfill office if you have questions.
